Is HAARP Being Used Against Humanity?

In 1997 former Secretary of Defense William S. Cohen went on record with some shocking revelations
when he appeared as keynote speaker at the Conference on Terrorism, Weapons of Mass Destruction, and U. S. Strategy, held
at the University of Georgia in Athens, Georgia.
Cohen spoke of ideas then being kicked around as possible weapons to be used to control enemy combatants
and even entire races of people. “There are some reports, for example, that some countries have been tryng to construct
something like an Ebola Virus, and that would be a very dangerous phenomenon to say the least,” he said.
“Alvin Toeffler has written about this in terms of some scientists in their laboratories
trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic
groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops.”
Cohen went on: “Others are engaging even in an eco-type of terrorism whereby they can alter
the climate, set off earthquakes, volcanoes remotely though the use of electromagnetic waves.
“So there are plenty of ingenious minds out there that are at work finding ways in which
they can wreak terror upon other nations,” the secretary said. “It’s real, and that’s the reason why
we have to intensify our efforts, and that’s why this is so important.”
This was the thinking of the top man in the Pentagon in 1997, some 15 years ago. Those were the
years when the military was heavily involved in experimentations with HAARP, an acronym for High Frequency Active Auroral
Research Program.
The infamous 1995 expose: Angels Don’t Play This HAARP: Advances in Tesla Technology,
by Neil Begich and Jeane Manning, revealed that the top-secret apparatus assembled in a remote area of the Alaskan wilderness
was designed to bounce high frequency radio waves off the Earth’s ionosphere and deep into the Earth.
While described by the military as an experimental facility for ionospheric research and possible
enhancement in communications and surveillance systems for both civilian and defense purposes, the authors warned that HAARP
had the potential of being used for changing weather patterns, causing earthquakes and even controlling human thought patterns.
That Secretary Cohen would make such a statement in 1997 is thought by many as an admission that
HAARP experimentation had even by then, proven to be useful for these very purposes.
And thus we have the elements of yet another great American conspiracy theory. With the onset of
changing weather patterns, an increase in the number of extreme earthquakes and new volcanic activity all over the world,
some people are asking if this is not all a military conspiracy, using HAARP type technology, to bring about shifts in human
behavior.
There are several suggested thoughts in this line of thinking. Some believe there is a secret shadow
government that is really controlling world events and that this government is manipulating the puppet strings. But the objectives
may be varied. It may want:
--A major reduction in the population of the world so that the human race can survive a growing
possibility of going extinct.
--To convince the masses that the prophesized apocalypse is upon us and that it is time for a major
change in world events.
--To reduce all humanity into a state of total fear-driven submission to slave service through
the use of global disasters and the elimination of the weak, elderly and the poor so remaining world resources are not wasted
on their care.
